Flood News: Four Municipalities Cooperate and Grant Updates

At their meeting on March 23, 2026, the Board of Trustees (BOT) voted unanimously to approve a resolution supporting a Quad-Municipal Committee on Flooding (see HERE). Information on two grants was also provided – one approved and one application.
Four Is Better Than One
Mayor Sharon Torres reported that four municipalities: the Town/Village of Harrison, the Village of Mamaroneck, the Town of Rye and City of Rye share common flooding concerns and support an inter-municipal approach to deal with flood mitigation related to the Beaver Swamp Brook and the Mamaroneck River. While the resolution was very broad and general it indicates important initial steps to begin the important task of sharing information and working collaboratively to identify, evaluate and prioritize flood mitigation projects within the shared waterways and watershed areas.
Another Try for Tompkins Avenue Bridge Funding
In addition, Assistant Village Manager Dennis Delborgo reported a new Federal grant submission for Senate Directed Funds to replace the Tompkins Avenue Bridge. He stated that a grant was turned down last year but that the Village has a good chance for success now. Delborgo also said that if this money wasn’t available there was a NYS grant program where we could try again.
Hurricane Ida Funds Almost Overlooked
Village Manger Kathleen Gill reported at the BOT work session that $200,000 of funding had been awarded after Hurricane Ida but somehow overlooked. Money for Beaver Swamp Book design work and pre-construction activities must be claimed by the end of the year. Hurricane Ida was in 2019, and the staff is now working to keep the funds from slipping away.
