Irregularities Found and New Construction Manager Hired

An agenda item to retain H2M for construction management services was discussed at the Work Session and then moved to the Legislative Session for a vote by the Board of Trustees (BOT) where it was approved.  See HERE.

 

Since Village Engineer Gino Frabasile left his position last August, H2M has been serving in his place.  As part of their work, they are responsible for reviewing project invoices before they are paid.  In other words, they act on behalf of the Village as engineer/auditors to ensure that payments are made in accordance with the project’s contract.  Village Manager Kathleen Gill stated that certain “irregularities” were discovered during the examination of the invoices for the Jefferson/Wood Street project.  It was quickly reported to Gill by H2M that certain invoices did not comply with the terms of the contract, and many did not have any backup whatsoever.

 

During Frabasile’s tenure, Kellard Sessions Consulting performed engineering services on various sanitary sewer projects (see one of several contracts HERE) that, among other tasks, included to “review and provide recommendations for payment of requisitions submitted by the contractor.”  These contracts were entered into by former Village Manager Jerry Barberio in June 2023.

 

In a subsequent conversation with Gill, she reported that because a large number of prior invoices were paid without backup materials there would be an audit to determine where the payments for the project stand.  The work in the field is nearing completion.

 

Gill went on to say that the recent hiring of an outside auditor as well as additional compliance training for staff would prevent this type of issue in the future.  Prior projects will also be reviewed retroactively to determine if irregularities occurred in the past which were not uncovered.

 

Payroll Audit To Be Done

Village Treasurer Laura Vasami reported that the Village’s auditors will be conducting a payroll audit to ensure that employees have been paying what is required for retirement and benefits.

 

2026 Fee Schedules Approved

At the December 8, 2025 meeting of the Board of Trustees (BOT), the 2026 fees for Parks, Recreation and the Harbor Master were approved.

 

The increases for both Parks and Recreation vary (see HERE). If you send your children to the summer day camp, fees are increasing around 6%.  Beach fees are also increasing.

 

Harbor fees are increasing 3% across the board.  See HERE.

 

Public Hearing for New Law on Electric Vehicle Charging Stations

The BOT opened a public hearing on a new law regulating electric vehicle charging stations.  Currently, the Village code is silent on such installations.  See proposed law HERE.

 

The proposed law, modeled after laws passed in Yonkers and Ossining, includes all the necessary definitions and allows charging stations in all zoning districts as accessory use and breaks charging stations into three levels depending on size.  Most residential stations would be level one and require an electrical permit.  Charging stations would not be allowed in floodplains and flood prone areas.

 

The public hearing was adjourned until the January 12, 2026 meeting.

 

Payment for Dam Questioned

As the BOT considered approval for a $41,000 payment to an engineering firm for an assessment of the Mamaroneck Dam, it was questioned by a resident.  The BOT approved the contract for the work because the New York State Department of Environmental Conservation was threatening the Village with fines for non-compliance.  The dam is owned by Westchester Water Works and since the payment was approved, the Village now has to work with them for reimbursement.  See a complete story on the dam HERE.

 

Mayor Torres and Trustee Lucas Take Their Oaths of Office

At the Village’s annual organizational meeting on December 1st, Mayor Sharon Torres and Trustee Nora Lucas were sworn in.  Torres took her oath administered by Village Justice Dan Gallagher and Lucas had her oath administered by Justice Christie Derrico.  Each had been elected to a two-year term in November.

Property Taxes Due

Property tax payments are due on or before January 2, 2026. Online payments can be made up until midnight January 2nd.  There is a fee for credit card payments.
