Board Highlights November 12, 2024

by Kathy Savolt -

Another Dam Study

After the New York State Department of Environmental Conservation (DEC) issued their third notice of violation regarding the “Unsound – Deficiency Recognized” condition of the Mamaroneck Dam on April 13, 2022, former Village Manager Jerry Barberio immediately proclaimed a state of emergency.  This led to a study by GHD that concluded in March 2023 (see article HERE) that laid out four alternatives for bringing the dam into compliance.

In an April 30, 2024 letter that followed an inspection, the DEC once again reached the same conclusion and reiterated that the dam’s responsible party submit a schedule of non-compliant tasks within 60 days – a deadline that has passed.

Village Engineer Gino Frabasile received an extension from DEC until the end of 2024 and requested the Board engage Ramboll, an engineering firm based in Manhattan, to establish design criteria for any improvements as well as possible constraints.  Ramboll will facilitate a selective topographic survey, perform hydrologic and hydraulic analyses to increase spillway capacity and analyze alternatives, with cost estimates.

A resolution will be presented to the BOT at their next meeting.

Another Washingtonville Traffic Study

To continue the efforts to minimize “cut through” traffic in the Washingtonville neighborhood, the BOT approved a $5,000 “desktop” traffic study by AKRF.  The study will review speed humps, wayfinding signage directing traffic to I-95 using other routes and coordination with on-line map services such as Google and Waze.

Bagging Meters on the Avenue

The decades-long holiday tradition of free parking on Mamaroneck Avenue appears to be coming to an end.  Interim Village Manager Chuck Strome reported that the Chamber of Commerce is no longer in favor of the practice.  Apparently, non-shopping parkers have been taking advantage of the free parking and leaving their cars for the entire day.   The Village is exploring free parking in lots to encourage holiday shopping on the Avenue.
