Police Contract
At their Work Session the Board of Trustees (BOT) unanimously approved a Memorandum of Agreement (MOA) with the Village of Mamaroneck Police Benevolent Association (PBA) for a five-year term. See HERE. Highlights include:

·     Salary increases for the current year of 2%, 2.5% for 2026, 2.75% for 2027 and 3% for each year 2028 – 2029.
·     Modifications to the longevity schedule
·     Adding Juneteenth as a contractual holiday
·     Revision to the Benefits Plan, Welfare Fund and Clothing Allowance
·     Adding an incentive for Field Training Officers

Full-time Village Attorney Hired
Mr. Steven Pambianchi has been hired as a full-time Village Attorney. See HERE. Whether this position should be filled by an employee or an outside attorney has been the subject of many political campaigns over the years. It’s been almost 20 years since the Village has had an in-house attorney previously relying on outside law firms.Â

Former Dump at Taylor’s Lane Reclaimed
Trustee Dan Kushnick reported that approximately 7 acres at the former dump/landfill site remediated by the NYS Department of Environmental Conservation is one step closer to being under the control of the Village. It’s been about 35 years since DEC capped the site to contain the toxic materials underground.Â

Mary Lambert, Climate Action Planning Manager from the Hudson Valley Regional Council (HVRC) gave a brief overview of biofilters and how a grant from the Environmental Protection Agency would fund methane gas vents to capture and return the gas into specially designed biofilters. See HERE. HVRC will install, monitor and maintain the vents at no cost to the Village for the first five years. The Village must build a fence around the site and then may use the land for active or passive recreation, solar panel installation or other use that does not pierce the underground cap which is approximately 2-3 feet underground.Â

The BOT will seek community input to determine the best use of the property. The HVRC project will take about a year to complete.

Garbage Pick-up Changes
After much discussion over several work sessions, the BOT decided they had more work to do before they were ready to completely revise Chapter 200 of the Village Code (Garbage).

Concerned about the rodent problem in the Village and the appearance of Mamaroneck Avenue, the BOT did decide to move forward with just two changes while they work on the rest. They scheduled a Public Hearing for the next meeting (September 25) and a new draft law changing only the requirement that all garbage be placed in receptacles with lids and updating the fines will be available for review later this week.

Tompkins Avenue Bridge
Assistant Village Manager Dennis Delborgo reported that the New York State Department of Transportation (NYSDOT) recently inspected the bridge and found further deterioration. One of the pedestrian lanes will be closed for safety reasons.Â
